Issue Summary
Currently on Atlassian organisation when an Atlassian Account have just JSM customer access they are not included in insights chart since they are not billed.
Want those users to be included in chart as well "Users with Access to your Product"
Steps to Reproduce
- Assign an Atlassian account JSM customer role and that user will not be reflected in chart.
Expected Results
If we are including managed account in chart then the account that has even JSM customer access should be included.
Actual Results
Managed account with JSM customer role gets excluded from the insights.
