Issue Summary

The performance of the Users page is slow on the new user management experience at scale (handling large number of users)

Steps to Reproduce

1. Login to https://admin.atlassian.com/
2. Click on Directory
3. Click on Users
4. Slow response, performance when there is a large user base

Expected Results

Performance on the page should be better

Actual Results

Slow response, performance when there is a large user base. This was tested on an org with 100k users and 20k groups
