Enterprise organizations may contain multiple sites that are dedicated for certain sub-entities within the company while everyone shares the same email domain.

• At the moment, it is only possible to configure a pre-approved access based on domains.
• Setting provisioned groups as licensed groups can exhaust the licenses when not everyone needs to access the site.

Suggestions :
Allow a pre-approved site access settings based on provisioning attributes or groups

ie. If the user has the "Department=HR" attribute in their provisioned account, they should be able to grab a Jira license on the HR Jira site when they try to reach it.
