Issue Summary
When an Org Admin activates or inactivates a custom domain, a pop-up advertisement is shown for all users on the site, like the image below. The Administrator would like to have the option to turn off this notification when the custom domain is being changed for tests.

Steps to Reproduce
- Access https://admin.atlassian.com/o/ORG-ID/product-urls
- Click on Customer Domains and Inactivate/Deactivate the customer domain for JSM under a site
- All users under the site will receive a pop-up notification about the custom domain change.
Expected Results
The Org Admin would like to have a way to temporarily deactivate these notifications
