By default, when Cloud products have an annual subscription, it blocks new users to be added if the license is going to be exceeded, but this sometimes gives customers business impacts as users can't start using products when needed.

To prevent the above scenario, admins and billing contacts should realize that beforehand. The feature notifying them about it like below would be helpful.

• Notify when the number of licensed users reaches to 90% of the purchased seat.
