As of now, disabling product access is not possible when site access is disabled.

If the cloud site has the maximum number of users in one of the products and the user whose site access is disabled has access to this product, enabling site access for such user is not possible as the maximum number of users for one of the products will exceed.

Having a feature to enable/disable product access when site access is disabled is much appreciated.
