Issue Summary

Atlassian Guard isn't a subscription that Atlassian Government customers need/have (those features are included with their subscription), but they can still see references to Atlassian Guard and how they would be billed with it on the Overview page.

Steps to Reproduce

1. Visit the Overview page in admin hub.

1. Alongside Atlassian Access, hover cursor over information icon.

• Testing in site

• Role: Org admin

Expected Results

Not about to see mention of Atlassian Guard.

Actual Results

Mention of Atlassian Guard in Fedramp / Atlassian Government Cloud
