Cloud instances that have removed JIRA as a product, disconnected GAPPS, and have become Confluence only instances are unable to change usernames. See screenshot.

Immediately clicking the edit button in the UM module greets the user with the error message "User is a Google Apps user and cannot be changed", and the username field is greyed out.
