Problem Definition
If a site has Jira Software and Jira work management contacts, Automation usage limit for Jira software is not used to Jira Work management.

In the upper 2 cases, JWM(Jira Work Management) automation usage limit is 1000.
And JSW(Jira Software) automation limit is not used for JWM project automation.
But if the site has only JSW contact as below,

no Jira Work Management product
The user can create/use JWM project and automation for JWM project because JWM comes free with JSW.
JWM project automation usage is not counted as JWM, but JSW limit is used.
If you have Jira Work Management included in your license
Jira Work Management comes free with Jira Software and Jira Service Management. If you’ve purchased a Jira Software or Jira Service Management license, you won’t see Jira Work Management in your Usage. In this case, rules that would usually be billed to Jira Work Management will instead be billed to the product with the highest limit.

Feature request
It would be helpful if the usage limitation for all products were added and then applied to the site.
example: JSW(10000)+JWM(500) => Site total Automation limitation is 10500
Workaround
If you want to use JSW automation usage limits, you can change the Automation scope from "Single project" to "Global" or "Multiple projects" & include JSW project(dummy).
Caution : After changing scope, only admins with the Administer Jira global permission can create/manage an automation rule.
