Ability to place a system rule that monitors Automation Executions and send out notifications to users / Jira admins to track their automation usage

The customer wants to control their monthly number of automation without checking the webpage every days/every weeks. They would like to receive alerts by email for example (with or without develop a script calling a REST API function).

Also, provide Toggle on/ off option to leverage this feature if required.
