Issue Summary

The assign issue action is not correctly selecting the issue in a project role

Steps to Reproduce

1. Have users with project roles in a project
2. Create a rule to assign an issue in a project role
3. Select a specific project role in the assign issue action
4. Enable the rule

Expected Results

The issue should be assigned to a user with the project role selected in the rule.

Actual Results

Sometimes the assignee doesn't have the proper project role. This might be random, but in my test if the only user with the role is the last one shown on the People page, then the rule is not working fine.

Workaround

Change the rule to assign the issue directly to a user, or to users in a group.
