Ability to disable all Automation for Jira emails

      Issue Summary

      Ability to disable all Automation for Jira email, including emails that are generated when the automation for Jira actor is changed to a standard user.

      Steps to Reproduce

      1. Change the automation for Jira actor to a standard user with a mailbox.
      2. A notification will be sent to the user regardless of the Jira mail settings as per this document:
      • Notifications: The person you select as the new rule actor will receive an email notification to inform them of this change. They’ll also receive emails for each action that is performed on their behalf.

      Expected Results

      There would be an option to disable this and other system notifications from Automation for Jira.

      Actual Results

      Notifications are sent and there is no options to disable them.

      Workaround

      None

            To extend this, email is just one issue, various other actions that interact with 3rd parties tools should be disabled as well:

            • jira.issue.outgoing.email
            • jira.issue.outgoing.webhook
            • msteams.notification
            • slack.notification
            • twilio.notification.sms

            This functionality is very necessary. Customers often complain about notifications and this one is impossible to remove.
