Issue Summary

The Issue Transitioned trigger treats system statuses as individual values from each team-managed project as opposed to other transition elements in automation, like the Transition issue action

Steps to Reproduce

1. Create a rule with the Issue transitioned trigger
2. In the "to status" dialog search for a system status, like "Done"

Expected Results

All statuses named the same should be included in a single selection item

Actual Results

Each team-managed status with the same name is listed individually with the id of the status.
This is problematic because a global rule will not include projects that are created after the rule is configured.

Workaround

Statuses need to be added manually and rules need maintenance every time that a new team-managed project is created
