User Story

As an administrator, I would like to be able to restrict project-scoped rules to project admins instead of Jira site administrators, because locking project admins out of their own rules makes no sense and I already have the option to restrict to a specific set of users.

Context

The ability to restrict editing access of automation rules was recently released, with three options:

• Yourself only
• A defined set of admins
• All admins

However "admins" is currently defined as people with SITE administrator access, which means the second two options will auto-lock out any project administrators.

It would make more sense to include project admins if the rule is project-scoped.
