User Story
As a Jira administrator, I need a mechanism to allow an Automation rule to be run over more than 1000 issues without being throttled because sometimes I need to make changes over more than 1000 issues.
Context
There are a lot of situations where an Admin might need to update more than 1,000 issues at a time. As of now, doing this requires a fair bit of manual finagling to work around the Automation usage limits (assuming you are on premium or enterprise) and doesn't provide a benefit to anyone; I have to do a bunch more work to get what I want, but Atlassian is still executing this logic faster than their usage limits would normally allow.
Instead, I'd like to be able to flag a rule as saying "this is going to execute over more than 1000 issues, that is expected, please do them all". If the trade-off is that it gets executed more slowly, I can only do this for a limited number of rules, etc. I think that would be an acceptable trade-off.
