Add a group of projects to the scope of a rule.

      We have sets of projects with different requirements for Automation.  The only scope option for this is Multiple Projects, which is fine, but I have to update each rule whenever we add a new project.

      We've used Project Category to group these projects and would like to use this, or some other form of grouping, in the rule scope.
