Add a group of projects to the scope of a rule.

    Description

      We have sets of projects with different requirements for Automation.  The only scope option for this is Multiple Projects, which is fine, but I have to update each rule whenever we add a new project.

      We've used Project Category to group these projects and would like to use this, or some other form of grouping, in the rule scope.

          Suggestion - AUTO-117 Make it easier to manage Automation rules with multi-project scope, e.g. by adding a new scope based on "Project Category" or "Project Type", allowing non-site admins to manage global rules if their project is in scope
