Allow Create Request action to create hidden request types (i.e. hidden from customer portal)

      Allow the 'Create Request' action (i.e. create new Jira Service Management request) to create hidden request types (i.e. those that are hidden from customer portal). These cannot be selected from the drop-down.

      This was possible in Jira Server but is not possible on automation rules in Jira Cloud. Migrated rules do not work as a result until the workaround is applied.

      There is a strong business case to be able to use automation to create scheduled, hidden request types for internal tasks (SLA-driven, sometimes customer facing) in an IT Service Desk, such as regular compliance tasks, stock checks and other activities.

      This is similar to, but not the same issue as, JRACLOUD-76108.

      Workaround

      Change the request type to not hidden, which will show the request type on the customer portal, but that is not desirable.
