Automation for Jira: Add trigger issue key to the audit log when the rule is throttled

Summary

When an automation rule is throttled (for example: Due to high rule processing time), the trigger issue information is not included in the associated items section of the automation audit logs.

Suggestion

It would be helpful to log the issue key while the automation rule has been throttled in order to manually perform the actions on these issues.
