Provide ability for automation to search for specific comments in an issue without comment ID

Problem Description

At this time, the automation rule cannot search through comments that meet a condition. We must define the comment ID in the rule hence the rule would be extensive to include every possible ID to check the condition. Add the ability for rules to check comments against conditions without the need to provide a comment ID
