Enhance Automation API to allow space admins to access the automation rules

      The current public REST API for automation rule management (The Automation REST API) is only accessible to Jira Admins or Site Admins.

      Since project and space admins are able to access and manage automation rules through the UI, it would be helpful if these users could also access automation rule management via the API endpoints.

      Expanding API permissions to include project/space admins would provide consistency with the UI experience.
