Issue Summary

If using "Field value changed" as a trigger and Parent field to watch for edit work item, automation will trigger on work item creation

Steps to Reproduce

1. Create an automation rule that has the trigger set to Field value changes for the field Parent and for Edit work item. Add a dummy log action component and save the rule.
2. Have a work item created and with the field Parent set

Expected Results

1. The rule does not trigger as the trigger does not include work item creation.

Actual Results

The automation rule is triggered.

Workaround

A not ideal workaround is to add the condition "Created is before 1 minutes ago" to the trigger.
