Issue Summary

Executing a rule with a Work Item Created Trigger could result in duplicate executions.

Steps to Reproduce

Currently not reproducible as it happens so infrequently. 

Expected Results

Rule to be executed once.

Actual Results

Rule is triggered twice.

Workaround

Enabling and then disabling the rule, we will regenerate the associated fingerprints, which will resolved the problem.
