Issue Summary

Any user with Admin permission to a single project can edit the automation labels used globally.

Steps to Reproduce

1. Have a user with Automation permission to a single project, and not the global automation.
2. Edit a used label by a global rule
3. The updates go through, impacting all projects that use that rule.

Expected Results

Updating labels should be restricted to the global permission.

Actual Results

Labels get updated

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
