Issue Summary

While editing existing automation labels, in case you have several labels, two scroll bars are shown in the screen and you can't scroll the right bar after clicking on it.

Steps to Reproduce

1. Visit your site's automation rules using the following URL:
   • https:// {yoursitename}.atlassian.net/jira/settings/automation
2. Click Edit labels.
3. Click the dropdown and try scrolling down the right scroll bar by clicking it.

Expected Results

The screen and options should scroll down.

Actual Results

The drop down collapses.

Workaround

Use the mouse wheel to scroll down.
