Issue Summary

When a rule creates a work item, it generates two work item links for the newly created work items.

Steps to Reproduce

1. Create a rule that creates a work item in a project
2. Run it
3. Check the audit log entry expanding the Create work item section

Expected Results

Expandable section of Create work item should only display 1 entry per work item created.

Actual Results

Expandable section of Create work item displays 2 entries per work item created.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
