Allow creating System Rules for Projects that weren't created with a Template.

      Problem Definition

      Currently, System Rules are only added to Projects created using the 3 Templates here:

      Projects created with a Blank Template do not get System Rules.

      Suggested Solution

      Allow Admins to add System Rules to Projects created with Templates that aren't the 3 listed in the above article.

      Workaround

      There is not a workaround available at this time.
