Issue Summary

There are instances where standard users without permissions to save/create automation rules will still access the rule editor, and see a banner at the top which states "You do not have permission to manage rules, contact your site admin to request access" - but users can still play with components and automation and may miss the banner and waste time and try to save the rule anyways, running into a generic error "Something went wrong on our end" when they attempt to save. Blocking the whole feature may be preferred.
