Automation action: "Assign work item" can assign the work items to users by Round-robin method.
In the user list attached as below, the same user can't be added multiple times.
There are requirements that assigning the same user multiple times in a single round.
For example, there are user A, B and C.
The 1 work item should be assigned to user A at a single round, but the user B and C should be assigned multiple tickets in single round.
So, it would be useful if users can be added multiple times in a user list.
