Add an Impact Score value to the Rules list

      Situation **

      Customers are very mindful of their service limits and are trying to be mindful of the rules they create. Any system that helps them determine which rules at a glance are considered to have a large overhead would be helpful addition to guide their hand on where to optimise.

      Feature request

      A scoring system somewhat in the vein of SQL Explain that displays an impact weighted scoring system would be a helpful addition to the Rules list, allowing the sorting of highly executed and/or complex rules rules first.

      This could take on the form of a new column in the Rules list that can be sorted by, with a Impact Score in a given numeric range.
