Issue Summary

It would be good to have ability for Jira admins to hide certain automation actions such as the following which allows users to connect to tools outside Jira. This could be a way to bolster security. 

Run AWS SSM document

Send message to Amazon SNS topic

Create branch in (product name)

Send message to Amazon SNS topic

Expected Results

Currently, all the Jira actions are available to all the users.

Actual Results

This feature would allow admins to show or hide certain automation actions.
