Allow Manual Automation Rules to Display in Board View Without Selecting an Issue

      Issue Summary

      Currently, in Jira Cloud Automation, when using the board view and clicking the thunderbolt icon to access manual automation rules, the list appears empty unless a specific issue is selected. Once an issue is selected, the manual automation rules are correctly displayed when clicking the Thunderbolt icon. Please see the video recording below:

      While this behavior makes sense for rules that rely on issue-specific data, there are use cases where manual automation rules are designed to work independently of a selected issue and instead rely solely on user input (such as creating a New Version based on user input). In such cases, requiring the user to click on an issue just to trigger a rule that doesn’t actually use issue data adds unnecessary friction and can be confusing.

      • Manual triggers that don't require the issue information should be available without having to click on an issue.

      Actual Results

      • Manual triggers that don't require the issue information are not available without having to click on an issue.

      Workaround

      • Clicking on any issue helps list the available manual automation rules.
