Issue Summary

 
When setting up a rule in automation and selecting "Edit Issue" as an action, the "Send Notifications" checkbox should be made more prominent.

Steps to Reproduce

1. Create a new rule in automation
2. Add a trigger
3. Add an action -> Edit Issue
4. Select any field, e.g. Assignee
5. Click More Options and you will see "Send notifications"

 
We propose moving the "Send Notifications" option outside of the "More Options" expandable section. This change will help prevent accidentally sending a large number of unwanted notifications to people.
