Recently, a new feature was introduced that allows enabling a toggle to clone the given issue once it's "Done". The option itself appears when viewing an issue and by clicking on the Actions menu.

However, Admins cannot disable/hide this option/feature globally, and this Feature Request aims to introduce such functionality, as some customers might simply not want it.
