As Jira Cloud now supports the ability to archive Issues:
It is now suggested that Jira Automation implement a trigger called "Issue archived" and "Issue restored" that allows a subsequent action to occur once an Issue is archived or restored (un-archived).

I do not believe there are issue-archived or issue-restored events, and thus no REST API support exists for them to trigger rules. Those would need to be added before rule updates are possible.
