Automation email limits also apply to Sandboxes

      Issue Summary

      While being on a paid plan on (Production site), a Sandbox site is seen as a new site and so the new site email limits apply, so the ramp up email limits will be applied.

      Steps to Reproduce

      1. On a paid plan (Production site), navigate to the Sandbox site and execute Automation rules that use the "Send Email" action.

      Expected Results

      The Automation email limit should not be reached on the Sandbox environment, if the Production site is on a paid plan.

      Actual Results

      The Automation email limit error is sporadically shown on the Automation rule's logs and the Send Email action will not work:

      "E-mail sending has been disabled globally due to limits reached in the last 24 hours (if you just signed up your sending limit will increase automatically over the coming days). Please contact Atlassian Support if you need more help!"

      Workaround

      Contact Atlassian Support to remove the Automation Email Limit from the Sandbox environment, in the case that the related Production site is on a paid plan.
