Currently, automation rules will always trigger notifications for an issue if edited based upon the notification scheme that the project that issue exists in is using. The ability to prevent a rule from triggering any notifications would be useful since the only way to stop excessive notifications from an automation rule would be to change the notification scheme itself (which would then unfortunately affect all other user triggered notifications as well).
