Issue Summary

Automation rule trigger "Issue transitioned" triggers twice if status of the issue is set to trigger status on issue creation

Steps to Reproduce

1. Have workflow with some statuses, e.g. To Do - In progress - Done
2. Create Automation rule with trigger "Issue transitioned" from any status to "In progress" and some action. e.g. Comment on the issue
3. Create issue and set status to "In progress" on creation

Expected Results

Automation rule is triggered once

Actual Results

Automation rule will be triggered twice when issue is created

Workaround

Create issue with default status and then transition issue
