Currently, if selecting vulnerability created as the trigger, the action "link vulnerability to issue" only has one option, which is "the most recently created issue".

This action would be a lot more useful if it had the ability to link to issues that have already been created + allow users to further add conditionals as needed to those already existing issues, as even the tooltip for that action states that there are multiple ways but the dropdown only lists one.
