Issue Summary

By default, all project admins can create and manage automation rules for their projects. It would be nice to have granular level control to allow or disallow project admins to create automation rule 

Expected Results :

Global admins can choose which project admin can create automation rules in their projects.

Actual Results :

All project admins can create and manage automation rules for their projects
