      Issue Summary

      The Tempo Account field dropdown (create issue/edit issue) does not get populated with values if the user is only a project Admin

      Steps to Reproduce

      1. Set up a Tempo account list
      2. Log in as a project-only admin
      3. Try to create a rule that sets the tempo account

      Expected Results

      Drop down shows available accounts as per the Jira issue UI

      Actual Results

      No results are displayed

      Workaround

      Ask a jira admin to help.
