Problem Definition
When setting a User Picker Field in Automation using a Smart Value, it requires an Atlassian Account ID. This can be difficult to get if the source is a String, such as a User's Email.
Suggested Solution
Provide a User Lookup Action, so that acqiuring an Account ID from an Email String is easier than having to interact with the REST API or store the information location in Assets.

Put Users in Assets for JSM (a JSM Premium feature) as mentioned in this article:
