User Picker Fields: Provide a method for User Lookup dynamically, such as relying on Smart Values.

Problem Definition

When setting a User Picker Field in Automation using a Smart Value, it requires an Atlassian Account ID. This can be difficult to get if the source is a String, such as a User's Email.

Suggested Solution

Provide a User Lookup Action, so that acqiuring an Account ID from an Email String is easier than having to interact with the REST API or store the information location in Assets.
