Allow Project Admins (Non-Admin users) to set Issue Security level in Automation rules

      Issue Summary

      When a non-admin user tries to set the Issue Security level, the automation rule gives the error 'Failed to retrieve selections, please refresh the page and try again.' It should allow the Project Administrators to set the Issue Security level if the user has the permissions of Browse Projects, Edit Issues and Set Security level in the Permission scheme. 

      Attached is the error screenshot.

      Steps to Reproduce

      1. Create an automation rule using the Admin user wherein we set the Issue Security level. 
      2. Login with a non-admin user in the Jira software. 
      3. Edit the rule and try to set the action, Set Issue Security level, the error will be encountered. 

      Expected Results

      • Project Admins (Not Jira Admins) should be able to use the action 'Set Issue Security level' in the Automation rule. 

        Actual Results

      • When Project Admin users who are not the Jira Admins, when trying to set the Issue Security level, it gives the error. 

        Workaround

      Jira Admin user will only be configure or edit the Issue Security level in the Automation rule.
