Issue Summary

Following a topic in Atlas prevents a user from accessing the "Ask a Question" option. If a user isn't following any topics, when they go to Home > Questions they see an option to "Ask a question"

Steps to Reproduce

1. Open Atlas and click Questions in the sidebar <-- if you are currently following zero topics, you will see an option to "Ask a question" on this page
2. Click All to view all questions
3. Click the title of any question to open it
4. Click the Tag associated with that Question
5. Click Follow to follow the Tag
6. Click Home in the header
7. Click Questions in the sidebar

Expected Results

It's possible to ask a question while following a Tag

Actual Results

There isn't an apparent way to ask a question and follow a Tag at the same time

Workaround

Unfollow all Tags, ask your question, the refollow all desired Tags
