Project timeline filter uses creation date instead of Start and Target date for pending Projects

      Issue Summary

      A pending Project won't appear in the Project directory timeline view if it was created before the default timeline date range, even if it has a Start date within the date range.

      Steps to Reproduce

      Precondition: Have a Pending project that was created before March 2026

      1. Open the Project directory
      2. Open the project from the preconditions and set its Start date to August 2026
      3. Change to timeline view
      4. Note that the Pending project does not appear in the timeline
      5. Change the timeline view date range to include the creation date of the project from the preconditions 

      Expected Results

      The timeline view uses Start and Target date to determine which Projects show in the timeline view.

      Actual Results

      For Pending projects, the timeline view uses creation date to determine which projects show in the timeline view.

      This causes some projects not to appear when expected unless the user knows they need to extend the date range so it includes the creation date of the pending Project.

      Workaround

      Edit the date range of the timeline filter to include the creation date of the pending Project.
