Support both AND and OR operators when filtering Goals

      Issue Summary

      Presently it's not possible to combine AND and OR operators when filtering Goals.

      Steps to Reproduce

      1. Open the Goals directory
      2. Add two filter criteria
      3. Change the operator between these filter critiera to AND or OR

      Expected Results

      A user can mix AND and OR operators to customize the filter more pecisely.

      Actual Results

      All operators change when any operator is changed.

      Workaround

      None
