Issue Summary

In IdP, the CEO has a manager set to themselves, so the CEO reports to themselves. This is configured as other apps in IdP require it.

Steps to Reproduce

1. Sync a user from IdP with the user’s email address as a manager attribute

1. Check the Atlassian Home reporting line

Expected Results

Filter out the user ids where manager is set to them self  

Actual Results

This results in a weird experience in the Reporting Lines section where the CEO reports to themselves, and also has themselves as a direct report.

In other words, the CEO reports to the CEO, and the CEO has a direct report CEO, there are three entries
