Issue Summary

Metrics can only be edited from within a goal. If a metric isn't assigned to a goal, there is no way to edit or delete the metric without assigning it to a goal first.

Steps to Reproduce

1. Create a metric
2. Remove the metric from the goal

Expected Results

As an admin, I can find and edit metrics separately from their assigned Goals

Actual Results

Once a metric is removed from a Goal, it will still appear in all lists of metrics, but can't be edited until it is assigned to a Goal.

Workaround

Assign the metric to a goal before editing:

1. Open the Goal directory
2. Hover over the Progress column for a goal
3. Select Add metric
4. Select the metric you want to edit or delete
5. Open the Goal view
6. In the Progress section, select ** (...) then Settings
