Issue Summary

Ability to change a New Goals status from "pending" to "in progress" without any update on Goal. 
This is an issue in a case where the Goal is created after 8th of any month, in this case Goal owners will not be able to receive any reminder email on the Goal on the 1st as the cut off date is 8th of previous month.

Benefits:

1. Useful for new Goals in case a new Goal is created after 8th and there is an Initial Update made.
or
2. Useful in case there are 2 Goal owners and Primary Goal Owner makes an update for Secondary Goal Owner.
or
3. The Reminder should anyway exists to keep the Goals owners updated about the last update they made and the new update that's pending.
or
4. A way to configure this Reminder mail date would be good too.
