If a user is a site admin but not an Atlassian Organization admin, they cannot enable Atlassian Home on the site. However, they can access the Settings page to enable it and click on the option to turn it on. 

Since they don't have permission they see the message below instead of a message saying they need admin permission on the Atlassian Organization which would explain and help the customer solve it.

Please, enhance the message to something that would explain the problem and guide the customer to the solution (reach the current admin to have it enabled or grant them admin access on the Atlassian Organization).
