Atlassian account profile page doesn't work for user if they don't have access to a cloud site

      Issue Summary

      Atlassian account profile page doesn't work for user if they're a user of an Atlassian org, but not do have access to a cloud site.
      For example, they only have product access to Trello, and/or haven't been invited to a cloud site.

      Steps to Reproduce

      1. With a user that only has product access to Trello
      2. Navigate to Atlassian Home
      3. Click on the profile picture on the top right
      4. Select Profile
      5. Redirected to user's profile in the People page

      Expected Results

      Profile page loads.

      Actual Results

      Loads blank page.

      Or an error message appears: "This page has restricted content. This page has restrictions that limit who can view it. Try going back home or asking a workspace admin for viewing permission."

      Workaround

      User needs to be added to an active cloud site e.g. Confluence or Jira.
